Oman and the UAE: two markets, one conversation.
Whether you are an Omani citizen looking at Dubai, an expat in Muscat weighing up Abu Dhabi, or an investor looking at Oman itself, the rules are different for each. Here they are in plain English, with the sources.
Buying in the UAE from Oman
- Omani citizens
- As GCC nationals, Omani citizens, and companies wholly owned by them, can own property anywhere in Dubai, not only in the freehold areas open to other nationalities. Source
- Expats living in Oman
- Buy in the designated freehold areas open to foreign nationals, the same as any international buyer. Your nationality and the emirate decide the rules, not where you live.
- Abu Dhabi demand
- Aldar, Abu Dhabi's largest developer, made 77% of its 2025 UAE sales to overseas and expat buyers. Source
- The rail link
- Hafeet Rail, a 238 km line between Sohar and Abu Dhabi built by Etihad Rail, Oman Rail and Mubadala, reported 40% completion in April 2026, and Oman ratified the rail agreement in September 2026. It is mainly for freight, with provision for passengers later. No opening date is confirmed. Source, source
I focus on Dubai, Abu Dhabi and Ras Al Khaimah, with experience in Sharjah off-plan. Ownership rules differ in each emirate, so I check them for your nationality on every property before you reserve anything. Costs line by line are on the fees page, and the developer profiles show who stands behind each launch.
Buying property in Oman
- Where foreigners can own
- Only in designated locations. Oman's government lists Integrated Tourism Complexes (ITCs), future cities such as Sultan Haitham City, Al Thuraya City and Al Jabal Al Aali, and integrated neighbourhoods such as Surouh. It has said the 2025 residency changes do not widen these. Source
- Golden Residency
- A 10-year residency launched in 2025, with several investment routes. Buying property in an ITC is one of them, reported at a threshold of OMR 200,000. Source
- The market in 2025
- The value of property sales contracts rose 16% to RO 1,270.3 million across 67,074 contracts, while total real estate transactions, including mortgages, were broadly flat at RO 3,367.8 million. Source
Oman is a smaller, quieter market than Dubai, and that is part of the appeal for some buyers: lifestyle-led communities, a slower pace and a residency route. It also means fewer buyers when you sell, so I look hard at the developer, the ITC's track record and the resale market before anything else.

How I help
- A first call in your time zone
- A short, private call to agree what you want the property to do, your budget and your timeline.
- Costs, line by line
- A cost sheet for your purchase: registration fees, agent fees and, if you borrow, bank costs, with the official sources.
- A shortlist
- Properties matched to your objective from the property map and the wider market, with the developer, owner or operator behind each one and the risks said plainly.
- Finance, if you want it
- An introduction to a Dubai mortgage broker that compares 18+ banks, for resident and non-resident buyers.
- Moving money
- Pointers to regulated currency-transfer providers, so the exchange rate does not quietly eat your return.
- Through to handover
- Negotiation, paperwork and follow-through until you have the keys, and the next steps after that.
Oman is in the same time zone as Dubai, so a call fits easily into your day, and I am a short flight away for a meeting in person.
Questions I am often asked
Can Omani citizens buy property anywhere in Dubai?
Under Article 4 of Dubai Law No. 7 of 2006, UAE and GCC nationals, and companies wholly owned by them, may own real property anywhere in Dubai. Other nationalities can own freehold only in designated areas. Rules differ by emirate, so I confirm the position for each property before you commit.
I live in Oman but am not Omani. Can I buy in the UAE?
Yes, in the designated freehold areas open to foreign buyers, which include most of the communities on my property map. Where you live does not change that; your nationality and the emirate do.
Can foreigners buy property in Oman?
Only in designated locations. Oman's government has said these include Integrated Tourism Complexes, future cities such as Sultan Haitham City, and integrated residential neighbourhoods, and that the 2025 residency changes did not widen them.
Does buying property in Oman give residency?
Oman launched a 10-year Golden Residency in 2025 with several investment routes, including buying property in an Integrated Tourism Complex, reported at a threshold of OMR 200,000. Thresholds and conditions can change, so confirm them on the official Oman residency channels before you buy.
